Xi attends grand gathering in celebration of Xinjiang Uygur Autonomous Region's 70th founding anniversary

URUMQI, Sept. 27 (Xinhua) -- Forging ahead for 70 years, new splendor unfolds across the Tianshan Mountains. President Xi Jinping on Thursday morning attended a grand gathering in celebration of the 70th founding anniversary of Xinjiang Uygur Autonomous Region at the Xinjiang People's Hall in Urumqi, capital of this region. Xi is also the general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission.

Wang Huning, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and head of the central delegation, attended this event and delivered a speech. Cai Qi, director of the General Office of the CPC Central Committee, was also present at the gathering. Both Wang and Cai are members of the Standing Committee of the Political Bureau of the CPC Central Committee.

The Xinjiang People's Hall was ablaze with lights and the atmosphere was solemn and jubilant. Above the rostrum hung a banner reading "Celebration of the 70th Anniversary of the Founding of Xinjiang Uygur Autonomous Region." In the center of the backdrop was the shining national emblem of China, with 10 red flags flanking it on both sides. A streamer hung at the back of the hall read: "Let us rally more closely around the CPC Central Committee with Comrade Xi Jinping at its core, and strive unremittingly to build a socialist modern Xinjiang that is characterized by unity, harmony, prosperity, affluence, cultural progress and a sound eco-environment, where people live and work in peace and contentment!"

At around 10:30 a.m., to the sound of cheerful music, Xi and other leaders stepped onto the rostrum, greeted by prolonged and enthusiastic applause from the audience.

Erkin Tuniyaz, deputy secretary of the CPC Xinjiang Uygur Autonomous Regional Committee and chairman of the regional people's government, declared the opening of the ceremony. All attendees rose to their feet and sang the national anthem.

Li Ganjie, a member of the Political Bureau of the CPC Central Committee, head of the United Front Work Department of the CPC Central Committee, and deputy head of the central delegation, read a congratulatory message on the 70th anniversary of the founding of Xinjiang Uygur Autonomous Region. The message was from the CPC Central Committee, the Standing Committee of the National People's Congress, the State Council, the National Committee of the CPPCC, and the Central Military Commission.

Wang Huning delivered a speech. Wang said that with the care of the CPC Central Committee and the support of the Party's policies concerning ethnic groups, Xinjiang Uygur Autonomous Region was founded 70 years ago. Over the past seven decades and especially in the new era, under the leadership of the CPC, the people of all ethnic groups in Xinjiang with ensured status as masters of the country have achieved one success after another in socialist revolution and development, and in reform and opening up. The CPC Central Committee with Comrade Xi Jinping at its core reviewed the developments and made overall plans from a strategic perspective and formulated the Party's guidelines for governing Xinjiang in the new era, which has driven historic achievements across various undertakings in the region, Wang said. Xinjiang, together with the rest of the country, won the battle against poverty and completed the building of a moderately prosperous society in all respects, said Wang, noting that ethnic unity in Xinjiang has been further consolidated, and the sense of community for the Chinese nation has been strengthened. People of all ethnic groups in the autonomous region, closely united like the seeds of a pomegranate that stick together, are striding forward on the path to Chinese modernization.

Wang noted that the splendid achievements made by Xinjiang Uygur Autonomous Region over the past 70 years speak volumes for the remarkable advantages of the Party's leadership and socialism, fully demonstrate the strong vigor of the correct and distinctively Chinese approach to handling ethnic affairs, and fully prove the correctness of the Party's guidelines for governing Xinjiang in the new era.

Wang said that with Xinjiang's modernization drive at a new starting point, it is imperative to follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the guiding principles of the 20th CPC National Congress as well as the second and third plenary sessions of the 20th CPC Central Committee, profoundly understand the decisive significance of the "Two Affirmations," strengthen awareness of the "Four Consciousnesses" and the "Four Confidences," resolutely act on the "Two Upholds," fully and faithfully implement the Party's guidelines for governing Xinjiang in the new era, uphold and improve the system of regional ethnic autonomy, focus on the general goal of the work related to Xinjiang, and firmly grasp the goal of forging a strong sense of community for the Chinese nation. It is also imperative to uphold the principles of governing Xinjiang in accordance with the law, maintaining stability through ethnic unity, nourishing the region through cultural development, bringing greater prosperity to the region and its people, and developing Xinjiang from a long-term perspective, as well as to strive unremittingly for a socialist modern Xinjiang that is characterized by unity, harmony, prosperity, affluence, cultural progress and a sound eco-environment, where people live and work in peace and contentment.

Also delivering speeches at the meeting were Chen Xiaojiang, secretary of the CPC Xinjiang Uygur Autonomous Regional Committee; He Zhongyou, political commissar of the Xinjiang Production and Construction Corps; and representatives of the members of the public, including ethnic Uygur representative Amragul Abdu and ethnic Han representative Gu Xiangfeng.

BEIJING, Sept. 26 (Xinhua) -- President Xi Jinping, who led a central delegation to Xinjiang Uygur Autonomous Region for activities marking the autonomous region's 70th founding anniversary, listened to work reports from the Communist Party of China (CPC) Xinjiang regional committee and the regional government on Wednesday. Xi, also general secretary of the CPC Central Committee and chairman of the Central Military Commission, emphasized the full, faithful and comprehensive implementation of the Party's guidelines for governing Xinjiang in the new era. Focusing on the overarching goal of ensuring social stability and enduring prosperity, Xinjiang should uphold the principle of pursuing progress while ensuring stability in its work and attach the same importance to development and security. The region should foster a strong sense of community for the Chinese nation and promote the building of the community. With unity and sustained effort, Xinjiang should strive to fulfill the "Five Strategic Positions" set forth by the Party central committee, so as to build a socialist modern Xinjiang that is characterized by unity, harmony, prosperity, affluence, cultural progress and a sound eco-environment, where people live and work in peace and contentment.

Xi pointed out that over the past 70 years since the founding of Xinjiang Uygur Autonomous Region, under the strong leadership of the CPC Central Committee and with firm support from people across the entire country, the regional Party committee and government have united and led the region's officials and people of all ethnic groups in resolutely upholding national unity, ethnic solidarity, and social stability. They have continuously advanced economic and social progress, bringing profound changes to Xinjiang. Xi stressed that the region should pursue a high-quality development path in line with its own conditions, and on the basis of its own resource endowment and industrial foundation. Xi called on the region to continuously develop industries with its own distinctive local strengths, and foster competitive industrial clusters. The region should strengthen the deep integration of technological and industrial innovation, and efforts should focus on cultivating new quality productive forces according to local conditions, Xi said. It is important for the region to strengthen the integration of culture and tourism in developing its cultural tourism. Biological protection and restoration must be enhanced for the region to drive a green transition in all areas of economic and social development. Xi urged the region to do a good job in forging a strong sense of community for the Chinese nation and advancing the building of the community. Xi stressed that strengthening the Party's leadership and Party building is a fundamental guarantee for advancing Xinjiang's modernization. It is imperative for the region to arm its officials and people with the Party's new theories, and for them to forge cohesion and souls with the Thought on Socialism with Chinese Characteristics for a New Era. The work to ensure stability and promote development should be where officials are trained, and all the officials should forge a strong will to overcome difficulties and hardships, and improve their capabilities of uniting and serving the people and handling complicated situations. URUMQI, Sept. 26 (Xinhua) -- On the morning of Sept. 24, Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, Chinese president and chairman of the Central Military Commission, visited an achievement exhibition in commemoration of the 70th founding anniversary of Xinjiang Uygur Autonomous Region. Xi emphasized that the sweeping changes in Xinjiang over the past seven decades are a vivid illustration of the historic process of realizing the rejuvenation of the Chinese nation. Practice has shown that the system of regional ethnic autonomy, which was established by our Party, is entirely correct, and the Party's strategy for governing Xinjiang in the new era is sound and effective. Xi listened attentively to explanations, pausing to take a closer look and ask detailed questions. Your Excellency President Luiz Inácio Lula da Silva,

Distinguished Colleagues,

It is very relevant that we BRICS leaders have this virtual summit today to discuss thoroughly the current international situation and issues of common interest.

As we speak, transformation unseen in a century is accelerating across the world. Hegemonism, unilateralism, and protectionism are getting more and more rampant. Trade wars and tariff wars waged by some country severely disrupt the world economy and undermine international trade rules. At this critical juncture, BRICS countries, standing at the forefront of the Global South, should act on the BRICS Spirit of openness, inclusiveness and win-win cooperation, jointly defend multilateralism and the multilateral trading system, advance greater BRICS cooperation, and build a community with a shared future for humanity. To this end, I wish to make three proposals.

First, we should uphold multilateralism to defend international fairness and justice. History tells us that multilateralism is the shared aspiration of the people and the overarching trend of our time. It provides an important underpinning for world peace and development. The Global Governance Initiative that I proposed is aimed at galvanizing joint global action for a more just and equitable global governance system. We should follow the principle of extensive consultation and joint contribution for shared benefit, and safeguard the international system with the United Nations at its core and the international order based on international law, so as to cement the foundations of multilateralism. At the same time, we should actively promote greater democracy in international relations and increase the representation and voice of Global South countries. We should improve the global governance system through reform so as to fully mobilize resources from all quarters and tackle more effectively the common challenges for humanity.

Second, we should uphold openness and win-win cooperation to safeguard the international economic and trade order. Economic globalization is an irresistible trend of history. Countries cannot thrive without an international environment of open cooperation, and no country can afford to retreat to self-imposed isolation. No matter how the international landscape may evolve, we must stay committed to building an open global economy, so as to share opportunities and achieve win-win outcomes in openness. We should uphold the multilateral trading system with the World Trade Organization at its core and oppose all forms of protectionism. We should promote a universally beneficial and inclusive economic globalization, place development at the heart of our international agenda, and ensure that Global South countries participate in international cooperation as equals and share in the fruits of development.

Third, we should uphold solidarity and cooperation to foster synergy for common development. As a Chinese saying goes, "It takes a good blacksmith to forge good steel." We can only cope with external challenges more effectively when we manage our own affairs well in the first place. BRICS countries account for nearly half of the world's population, around 30 percent of global economic output, and one-fifth of global trade. We are also home to major natural resources, big manufacturers and vast markets. The more closely we work together, the more resilient, resourceful and effective we are in addressing external risks and challenges. China is ready to work with fellow BRICS countries to implement the Global Development Initiative and advance high-quality Belt and Road cooperation. We should leverage our respective strengths, deepen practical cooperation, and make our business, financial, scientific and technological cooperation more productive, so as to strengthen the foundation, momentum and impact of greater BRICS cooperation and deliver more practical benefits to our peoples.

Strong wind tests the resilience of grass, and fierce fire reveals true gold. As long as we step up to take our responsibilities and look out for each other, the giant ship of BRICS will brave the shifting international tides and sail far and steady.

Distinguished Colleagues,

This year marks the 80th anniversary of the victory of the World Anti-Fascist War and the founding of the United Nations. It is a milestone prompting us to remember the past and create a better future together. Eighty years ago, the international community learned profound lessons from the scourge of two world wars and founded the United Nations, thus writing a new page in global governance. Eighty years later, while the historical trends of peace, development, cooperation and mutual benefit remain unchanged, the Cold War mentality, hegemonism and protectionism continue to haunt the world. New threats and challenges have been only increasing. The world has found itself in a new period of turbulence and transformation. Global governance has come to a new crossroads.

History tells us that at difficult times, we must uphold our original commitment to peaceful coexistence, strengthen our confidence in win-win cooperation, advance in line with the trend of history, and thrive in keeping pace with the times.

To this end, I wish to propose the Global Governance Initiative (GGI). I look forward to working with all countries for a more just and equitable global governance system and advancing toward a community with a shared future for humanity.

First, we should adhere to sovereign equality. We should maintain that all countries, regardless of size, strength and wealth, are equal participants, decision-makers and beneficiaries in global governance. We should promote greater democracy in international relations and increase the representation and voice of developing countries.

Second, we should abide by international rule of law. The purposes and principles of the U.N. Charter and other universally recognized basic norms of international relations must be observed comprehensively, fully and in their entirety. International law and rules should be applied equally and uniformly. There should be no double standards, and the house rules of a few countries must not be imposed upon others.

Third, we should practice multilateralism. We should uphold the vision of global governance featuring extensive consultation and joint contribution for shared benefit, strengthen solidarity and coordination, and oppose unilateralism. We should firmly safeguard the status and authority of the U.N., and ensure its irreplaceable, key role in global governance.

Fourth, we should advocate the people-centered approach. We should reform and improve the global governance system to ensure that the people of every nation are the actors in and beneficiaries of global governance, so as to better tackle the common challenges for mankind, better narrow the North-South gap, and better safeguard the common interests of all countries.

Fifth, we should focus on taking real actions. We should adopt a systematic and holistic approach, coordinate global actions, fully mobilize various resources, and strive for more visible outcomes. We should enhance practical cooperation to prevent the governance system from lagging behind or being fragmented.

Colleagues,

The founding declaration and the Charter of the Shanghai Cooperation Organization made it clear at the outset that we should promote a more democratic, just and equitable international political and economic order. Over the past 24 years, the SCO has adhered faithfully to the Shanghai Spirit of mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations, and pursuit of common development. We have discussed regional affairs together, built platforms and mechanisms together, and benefited from cooperation together. We have also initiated many new global governance concepts and put them into practice. The SCO has increasingly become a catalyst for the development and reform of the global governance system.

In response to the once-in-a-century transformations unfolding faster across the world, the SCO should step up to play a leading role and set an example in carrying out the GGI.

We should contribute to safeguarding world peace and stability. With a vision for common security, SCO member states have signed the Treaty on Long-Term Good-Neighborliness, Friendship and Cooperation, conducted effective security cooperation, and maintained overall stability in the region. We should continue to uphold the principles of non-alliance, non-confrontation and not targeting any third party. We should combine our efforts in addressing various threats and challenges, give full play to the newly established SCO Universal Center for Countering Security Challenges and Threats and the SCO Anti-drug Center, and build a community of common security in the region. We should remain a force for stability in this volatile world.

We should step up to take the responsibility for open cooperation across the globe. SCO member states have rich energy resources, big markets and strong internal driving forces, and we are contributing a rising share to world economic growth. We should continue to dismantle walls, not erect them; we should seek integration, not decoupling. We should advance high-quality Belt and Road cooperation, and push for a universally beneficial and inclusive economic globalization.

China will readily share the opportunities of its vast market, and continue to implement the action plan for high-quality development of economic and trade cooperation within the SCO family. China will establish three major platforms for China-SCO cooperation in energy, green industry, and the digital economy, and will set up three major cooperation centers for scientific and technological innovation, higher education, and vocational and technical education. We will work with fellow SCO countries to increase the installed capacity of photovoltaic and wind power each by 10 million kilowatts in the next five years. We are ready to build with all sides the artificial intelligence application cooperation center, and share the dividends of progress in AI. We welcome all parties to use the Beidou Satellite Navigation System and invite countries with relevant capacities to take part in the International Lunar Research Station project.

We should set an example in championing the common values of humanity. Among SCO member states, cultural exchanges are packed with highlights, people-to-people interactions are frequent and robust, and different civilizations radiate their unique splendor. We should continue to promote exchanges and mutual learning among civilizations, and write brilliant chapters of peace, amity and harmony among countries different in history, culture, social system and development stage.

China will host and ensure the success of the SCO Political Parties Forum, the SCO Green and Sustainable Development Forum, and the SCO Forum on Traditional Medicine. In the next five years, China will treat 500 patients with congenital heart disease, perform 5,000 cataract operations, and carry out 10,000 cancer screenings for other SCO countries.

We should act to defend international fairness and justice. In compliance with the principles of justice and fairness, SCO member states have engaged constructively in international and regional affairs, and upheld the common interests of the Global South. We should continue to unequivocally oppose hegemonism and power politics, practice true multilateralism, and stand as a pillar in promoting a multipolar world and greater democracy in international relations.

China supports the SCO in expanding cooperation with other multilateral institutions, such as the U.N., ASEAN, the Eurasian Economic Union, and the Conference on Interaction and Confidence Building Measures in Asia, to jointly uphold the international economic and trade order and improve global and regional governance.

An ancient Chinese philosopher said of the importance of principles, "Uphold the Great Principle, and the world will follow." In two days, China will commemorate solemnly the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War. Many colleagues will join us in Beijing. We are ready, together with all parties, to uphold courageously the great principle and the common good of the world, promote a correct historical perspective on World War II, resolutely safeguard the fruits of our victory in the War, and deliver more benefits to the entire humanity through the reform of the global governance system and the building of a community with a shared future for humanity.

Distinguished Colleagues,

As early as 24 years ago when it was founded, the Shanghai Cooperation Organization established the Shanghai Spirit, i.e., mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations, and pursuit of common development. The member states have since acted in this spirit to share opportunities and seek common development. They have brought about groundbreaking and historic achievements in SCO development and cooperation.

We were the first to set up a military confidence-building mechanism in our border areas, turning our extensive borders into a bond of friendship, mutual trust and cooperation. We were the first to take multilateral actions against the three forces of terrorism, separatism and extremism. We steadily promoted law enforcement and security cooperation, properly managed and settled differences, unequivocally opposed external interference, and maintained peace and tranquility in the region.

We were the first to launch Belt and Road cooperation. A large number of signature projects and "small and beautiful" livelihood projects have been successfully implemented, and industrial investment cooperation has been actively advanced, providing robust driving forces for development and prosperity across the region. China's cumulative trade with other SCO countries has surpassed US$2.3 trillion, hitting ahead of schedule the target that I had set. Our multidimensional connectivity network has been further improved. Nearly 14,000 kilometers of international land transport routes are in operation among member states. And the China-Europe Railway Express has operated more than 110,000 train services.

We were the first to conclude a treaty on long-term good-neighborliness, friendship and cooperation, proclaiming our commitment to forge lasting friendship and refrain from hostilities. We set up and fully leveraged mechanisms such as the SCO Good-Neighborliness, Friendship and Cooperation Commission. We built a network for people-to-people friendly exchanges, and expanded cooperation at the subnational level and in such areas as media, think tank, women and youth, bringing the hearts of our peoples closer to each other.

We were the first to put forth the vision of global governance featuring extensive consultation and joint contribution for shared benefit as an effort to practice true multilateralism. We deepened cooperation with the United Nations and other international organizations, and played a constructive role in international and regional affairs. We always stand on the side of international fairness and justice, champion inclusiveness and mutual learning between civilizations, and oppose hegemonism and power politics, thus becoming a proactive force for world peace and development.

Colleagues,

The SCO has grown into the world's largest regional organization, with the participation of 26 countries, cooperation covering more than 50 areas, and a combined economic output of nearly US$30 trillion. Its international influence and appeal are increasing day by day.

Looking back, we have weathered the storms on our journey and emerged stronger because we have adhered to the Shanghai Spirit. Looking ahead, we should carry forward the Shanghai Spirit in a world fraught with challenges and changes, forge ahead with solid steps, and better tap into the potential of our Organization.

First, we should seek common ground while putting aside differences. Shared aspirations are the source of strength and advantage, and the will to seek commonality while shelving differences reflects vision and wisdom. SCO member states are all friends and partners. We should respect our differences, maintain strategic communication, build up consensus, and strengthen solidarity and collaboration. We should make the pie of cooperation bigger, and fully utilize the endowment of every country, so that we can fulfill our responsibility for peace, stability, development and prosperity in the region.

Second, we should pursue mutual benefit and win-win results. We need to better align our development strategies and promote the high-quality implementation of the Belt and Road Initiative, so that in planning and building relevant projects together and benefiting from them together we can strengthen the momentum of regional development and improve the well-being of the people. We should leverage the strengths of our mega-sized markets and economic complementarity between member states, and improve trade and investment facilitation. We should enhance cooperation in such areas as energy, infrastructure, green industry, the digital economy, scientific and technological innovation, and artificial intelligence. We should march toward modernization hand in hand by bringing out the best in one another and working together for a shared future.

Third, we should champion openness and inclusiveness. The vast land of Asia and Europe, a cradle of ancient civilizations where the earliest exchanges between the East and the West took place, has been a driving force behind human progress. Since ancient times, people of different countries have bartered and traded for mutual benefit and learned from each other. SCO member states need to enhance mutual understanding and friendship through people-to-people exchanges, firmly support one another in economic cooperation, and jointly cultivate a garden of civilizations in which all cultures flourish in prosperity and harmony through mutual enlightenment.

Fourth, we should uphold fairness and justice. We must promote a correct historical perspective on World War II, and oppose the Cold War mentality, bloc confrontation and bullying practices. We should safeguard the U.N.-centered international system, and support the multilateral trading system with the WTO at its core. We should advocate an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, and make the global governance system more just and equitable.

Fifth, we should strive for real results and high efficiency. We should continuously promote SCO reform, increase resources input and enhance capacity building to improve its institutional structure and make its decision-making more scientific and its actions more efficient. We should put into use the SCO Universal Center for Countering Security Challenges and Threats and the SCO Anti-drug Center and set up an SCO development bank as soon as possible to provide stronger underpinnings for security and economic cooperation among member states.

Colleagues,

China always aligns its development with that of the SCO and with the aspiration of the people of member states for a better life. To date, China's investment stock in other SCO member states has exceeded US$84 billion, and its annual bilateral trade with other SCO member states has surpassed US$500 billion.

China has always focused on taking real actions to ensure better development of the SCO. Going forward, China plans to implement 100 "small and beautiful" livelihood projects in member states with such need. It will provide RMB 2 billion yuan in grant to SCO member states within this year, and will issue an additional RMB 10 billion yuan in loan to the member banks of the SCO Interbank Consortium over the next three years. Starting from next year, China will double the current number of SCO-specific scholarships, and launch an SCO innovative PhD program to jointly train high-caliber talent in academic as well as scientific and technological research. In the next five years, China will establish 10 Luban Workshops in SCO member states and provide 10,000 human resources training opportunities.

Today is a joyful day for leaders of SCO member states to have this happy gathering with old and new friends. It is also the Independence Day of Kyrgyzstan and the National Day of Malaysia. I wish to take this opportunity to offer our heartfelt congratulations to President Sadyr Japarov, Prime Minister Anwar Ibrahim, and the friendly peoples of Kyrgyzstan and Malaysia.

Tianjin is an open and inclusive metropolis. It has served as a strategic guardian city for our nation's capital throughout history, and pioneered China's reform and opening up as a pilot zone. In recent years, Tianjin has implemented the national strategy of Beijing-Tianjin-Hebei coordinated development, and written its new and dynamic chapter in advancing Chinese modernization. We believe that as the host of this Summit, Tianjin will give fresh impetus to the sustainable development of our Organization.

Since its founding, the SCO has stayed committed to the Shanghai Spirit, strengthening solidarity and mutual trust, deepening practical cooperation, and taking an active part in international and regional affairs. The SCO has grown into a significant force in promoting a new type of international relations and building a community with a shared future for humanity.

At present, the century-defining transformation is accelerating across the world, with a marked increase in factors of instability, uncertainty, and unpredictability. The SCO thus bears an even greater responsibility for maintaining regional peace and stability and promoting development and prosperity of all countries.

At this Summit, we are tasked with an important mission: to build consensus among all parties, ignite momentum for cooperation, and draw up a blueprint for development. Tomorrow, I will join our colleagues at the Meeting of the Council of Heads of Member States. We will also convene the "SCO Plus" Meeting with leaders of non-SCO members and international organizations. We will focus on how to strengthen cooperation, promote development, and improve global governance.

I am confident that with the collective efforts of all parties, this Summit will be a complete success and the SCO will play an even greater role, achieve greater development, and make greater contribution to strengthening solidarity and cooperation among the member states, pooling the strength of the Global South, and promoting the cause of human advancement.

As a Chinese saying goes, "In a race of a hundred boats, those who row the hardest will lead." Let us uphold the Shanghai Spirit and set out from Tianjin on a new voyage filled with hope toward an even brighter future.

Xi chairs meeting on ideological work, draft ethnic unity law

BEIJING, Aug. 31 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee on Friday held a meeting to deliberate the Regulations on the Ideological and Political Work of the Communist Party of China, as well as to study a draft of the Law of the People's Republic of China on Advancing Ethnic Unity and Progress. Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting.

The meeting emphasized that ideological and political work represents the Party's fine tradition, distinctive feature, and prominent political strength. The formulation of the regulations holds significant importance for upholding and reinforcing the Party's overall leadership in this field, and for enhancing the scientific, institutionalized, and standardized level of such work.

The need was emphasized at the meeting to give full play to the guiding role of ideological and political work. It called for making it a top priority to use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to build consensus and strengthen conviction, with education on ideals and beliefs at the core. Efforts should be made to strengthen study, publicity, and education in close connection with reality, so as to better unify thinking, build consensus, strengthen confidence, and boost morale. It is essential to improve ideological and political work under new circumstances, in line with changes in social groups, and to make the work more targeted and effective. It is imperative to uphold and strengthen the Party's overall leadership over ideological and political work. Party committees (leading Party members' groups) should strengthen organizational leadership and ensure effective implementation of relevant policies and decisions. All Party members, particularly leading officials, must enhance Party consciousness, set an example in doing ideological and political work, and strive to break new ground in advancing endeavors in this regard.

It was pointed out at the meeting that the enactment of the Law of the People's Republic of China on Advancing Ethnic Unity and Progress aims to translate the Party's major theoretical and practical achievements in handling ethnic affairs into national will through national legislation, improve institutions and mechanisms for forging a strong sense of community for the Chinese nation, and further strengthen the cohesion and centripetal force of the Chinese nation.

The imperative was stressed at the meeting to continuously consolidate the common ideological and political foundation for all ethnic groups to strive in unity, unswervingly uphold the overall leadership of the Party, and remain committed to the correct approach with Chinese characteristics to handling ethnic affairs. It is essential to forge a strong sense of community for the Chinese nation, promote the building of this community, further facilitate all-round integration and extensive exchanges and interactions among all ethnic groups, and ensure that they can strive in unity and achieve common prosperity and development. It is imperative to do a good job in formulating, introducing and implementing laws and regulations to improve the capability of managing ethnic affairs in accordance with the law.

The requirements were set at the meeting for further strengthening work on workplace safety and natural disaster prevention. It was stressed that the people-centered development philosophy must be upheld, people's safety and lives must be considered a top priority and development must never be pursued at the cost of safety. Targeted measures should be taken to prevent and defuse safety risks, while full efforts should be made in emergency rescue and disaster relief, with timely and proper arrangements for disaster-affected residents. All regions and departments must resolutely substantiate the responsibility for workplace safety, and do a good job in safeguarding workplace safety and natural disaster prevention, so as to attach the same importance to high-quality development and high-level security.

Other matters were also deliberated at the meeting.

 

Xi stresses persistent efforts to improve Party conduct

BEIJING, Aug. 31 (Xinhua) -- In recent important instructions, Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, Chinese president and chairman of the Central Military Commission, has stressed that Party conduct -- which dictates the Party's image -- decides the level of public support the CPC enjoys and its very existence. It is a must to persistently implement the CPC Central Committee's eight-point decision on improving conduct, redouble efforts to strengthen Party building, and forge a team with pure Party spirit and strict discipline, so that the Party will always live up to people's expectations, be able to unite and lead them to successfully fulfill the historic mission entrusted to it.

Xi said that this latest education campaign to thoroughly implement the eight-point decision has been carried out faithfully, with notable results achieved. It has integrated learning, inspection, and rectification; maintained consistency from top to bottom; upheld the principle of strictness; ensured pragmatic and down-to-earth implementation of the decision; and made solid efforts.

Xi noted that pointless formality, bureaucratism, hedonism and extravagance are stubborn and recurrent issues to tackle. Efforts must be made, with determination and perseverance, to fight a tough and protracted battle, to implement the guiding principles of the central Party leadership's eight-point decision and make it a permanent and regular job to improve conduct. It is imperative to pool collective wisdom and strength through building good conduct to continuously open up new prospects for Party's endeavors, according to the instructions.

It is imperative to make the education campaign more targeted and effective, with a particular focus on guiding newly-promoted and young officials, as well as those in key positions. Mechanisms for identifying and addressing problems on a regular basis should be established and improved. Down-to-earth efforts must be made to rectify misconduct, and constantly send a strong signal that the decision will be implemented with rigor and thoroughness on regular basis. Supervision and enforcement of discipline must be strengthened, with effective daily oversight by Party organizations and the role of public oversight fully leveraged. Officials who violate rules and regulations despite repeated warnings must be swiftly investigated and penalized. Political responsibility for improving conduct must be clarified for those in charge, with strict accountability and stringent management falling into respective jurisdictions so that iron rules can be applied to forge good conduct, driving Party members and officials to foster entrepreneurship, demonstrate initiative and a strong sense of responsibility, and work for the well-being of the people.

The Central Leading Group for Party Building Work (CLGPBW) convened a meeting on August 29 to convey Xi's important instruction, review the education campaign on thoroughly implementing the central Party leadership's eight-point decision, and deliberate on and arrange efforts to consolidate and expand the outcomes of the campaign, persevere in enforcing the eight-point decision, and make it a permanent and regular job to improve conduct.

Cai Qi, member of the Standing Committee of the Political Bureau of the CPC Central Committee and head of the CLGPBW, presided over the meeting and delivered a speech. Li Xi, member of the Standing Committee of the Political Bureau of the CPC Central Committee and deputy head of the CLGPBW, also attended the meeting and delivered a speech.

It was stressed at the meeting that General Secretary Xi Jinping has once again issued an important instruction on improving Party conduct, which further clarifies the imperative of formulating and implementing the CPC Central Committee's eight-point decision and strengthening Party conduct. The instruction also affirms what the education campaign has achieved, and outlines explicit requirements for consolidating and building on the achievements, unswervingly implementing the decision, and making it a permanent and regular job to improve Party conduct. The instruction holds great significance for the entire Party to adapt to the tasks on the new journey in the new era, strengthen Party conduct building and advance full and rigorous Party self-governance. The entire Party must thoroughly study, comprehend, and fully implement Xi's important instruction.

It was noted at the meeting that in the education campaign on further implementing the guiding principles of the CPC Central Party leadership's eight-point decision, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, Party organizations at all levels have fully assumed their political responsibilities and made meticulous arrangements for its implementation, Party members and officials have engaged themselves in the education with due diligence, and the campaign has also received extensive public attention and warm support. The campaign has achieved its aim by promoting the integration of study, inspection and rectification of misconduct, taking real and tough measures to address prominent problems of pointless formalities, bureaucratism, hedonism and extravagance, improving the institutions in this regard and strengthening the functioning of these institutions. As a result, the efforts have paid off.

The imperative was stressed at the meeting to further study and implement the guiding principles of General Secretary Xi's important speeches and instructions, develop a deeper understanding of the importance of improving Party conduct with higher political awareness, and foster strong awareness that regular, in-depth and persistent efforts must be made in this regard. It is essential to strengthen education on improving Party conduct with diversified approaches, guide Party members and officials to promote the study of the Party's new theories, fortify their ideological guard, and develop a habit of strictly complying with the central Party leadership's eight-point decision and the rules for its implementation.

It was underscored at the meeting that efforts must be continued to address persistent misconduct and improve the regular mechanism for identifying and addressing conduct-related issues. The penetration and effectiveness of supervision should be enhanced, while maintaining a persistent focus on issues requiring long-term endeavors. Integrated efforts should be made to investigate and address both misconduct and corruption to eliminate the breeding ground for formalities, bureaucratism, hedonism, and extravagance. Institutional mechanisms for improving conduct must be refined and strictly implemented to ensure that achievements in institution building are translated into governance efficacy. Leading officials must set an example for their subordinates to strengthen rigorous management and governance, and cascade pressure through every level, so as to ensure the faithful implementation of all arrangements and requirements for improving conduct.

Xi stresses building new modern socialist Xizang

LHASA, Aug. 22 (Xinhua) -- Leading a central delegation to attend celebrations marking the 60th founding anniversary of Xizang Autonomous Region, Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, Chinese president and chairman of the Central Military Commission, listened to reports of the work of the CPC Xizang regional committee and the regional government on Aug. 20. Xi stressed that Xizang must fully implement the Party's policies for the governance of Xizang in the new era, remain committed to the underlying principle of pursuing progress while ensuring stability, fully and faithfully apply the new development philosophy on all fronts, and solidly advance high-quality development. He also urged continuous and enhanced efforts on four major tasks of ensuring stability, facilitating development, protecting the eco-environment and strengthening the borders, with aims to build a new modern socialist Xizang that is united, prosperous, culturally advanced, harmonious and beautiful.

Xi noted that, since the establishment of Xizang Autonomous Region 60 years ago, under the strong leadership of the CPC Central Committee and with vigorous support of the people across the country, the Party committee and government of the autonomous region have united and led the people of all ethnic groups in the region to work hard, pioneer and push ahead, uphold and improve the system of regional ethnic autonomy, and further efforts to combat separatism, thus achieving remarkable accomplishments in economic and social development. Having undergone tremendous changes, the plateau region, together with other parts of the country, finished building a moderately prosperous society in all respects as scheduled and embarked on a new journey of building a modern socialist country in all respects, Xi said. On behalf of the CPC Central Committee, he extended warm congratulations and sincere greetings to cadres and people of all ethnic groups in Xizang.

Xi stressed that governing Xizang, ensuring its stability and promoting its prosperity must begin with maintaining political and social stability, ethnic unity and amity among different religions. It is a must to further foster a strong sense of community for the Chinese nation and advance the building of this community. Efforts should be made to enhance education on the history of the Party, the People's Republic of China, reform and opening-up, the development of socialism, and the development of the Chinese nation. Xi arrives in Lhasa for celebrations of 60th founding anniversary of Xizang autonomous region

Wang Huning, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), and head of the central delegation, together with Cai Qi, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and director of the General Office of the CPC Central Committee, arrived on the same flight.

In early autumn, a refreshing breeze swept across the Qinghai-Tibet Plateau. Red flags were flying at Lhasa Konggar International Airport amid a warm and enthusiastic atmosphere.

At around noon, the plane carrying Xi landed at Konggar airport. People from all ethnic groups and all walks of life in Xizang waiting on the tarmac greeted him with warm applause and cheers. Xi stepped out of the cabin and waved to the crowd.

Lhasa, an ancient city permeated with a festive atmosphere, was decorated with colorful flags on both sides of the main streets from the airport to the hotel. People from all ethnic groups, waving red flags and holding hadas, cheered simultaneously to express their welcome and gratitude. Opening the car window, Xi waved to the people along the road.

Also arriving on the same plane were deputy heads of the central delegation.
